A guide to the new Agent roles in the world of Market Wide Half Hourly Settlement

As we’ve spoken about before, all current agent roles will be changing as we transition to MHHS.  The new Target Operating Model (TOM) for MHHS references the new roles and redesigns the way data flows around the energy system.  As we move to become accredited across all these new roles, we’ve created a brief introduction to what each of them within the new TOM.

  • Metering Services Advanced (MSA) & Meter Services Smart (MSS)

The new Metering Services roles are split into two:

MSA – this role replaces the current Advanced Non-Half Hourly (NHH) and Half Hourly (HHS) Meter Operator (MOP) Agent role and is responsible for the installation and maintenance of Meters in the Advanced Market Segment.  This includes all AMR and CT meters that are both HH and non HH.

MSS – this covers the installation and maintenance of Meters in the smart and non-smart Market Segments.

  • Meter Reading Service (MRS)

The Meter Reading Service (MRS) provides physical Register Readings (RRs) for Meters where Settlement Period Level data is not available or cannot be accessed from Meters in both the Smart and non-smart Market Segments (i.e. traditional meters).  This replaces the existing pedestrian reads service.

  • Meter Data Retriever (MDR)

This is a sub-service of the Smart Data Service (SDS). The MDR is responsible for connecting to the DCC and retrieving smart metering data for MHHS purposes. Registered Suppliers may choose to perform this role themselves or appoint a third party MDR service provider.  IMServ will be an accredited MDR once the qualification process is complete.

  • Smart Meter Data Services (SDS)

The Smart Data Services covers the Meter Data Retrieval Service, Processing Service (Smart) and Meter Reading Service, which together enable the settlement of the SMART market segment (SMART & Traditional meters) which are mostly at a consumer or small SME level. This replaces traditional Data Collection and Data Processing roles.

The role of Data Aggregation, previously delivered by the NHHDA and HHDA, now moves to be a service under the new Market-wide Data Services role, which is the service that provides integrity checks and calculations on Settlement Period level data ingested by BSC Central Settlement Systems from the Processing Service(s) (Smart), the Advanced Retrieval and Processing Service and the Unmetered Supplies Data Service.  This is administered by Elexon.

  • Advanced Data Services (ADS)

The Advanced Data Service is the Qualified service that provides the Advanced Retrieval and Processing Service (ARP), the service that retrieves and processes Settlement Period Level data from Advanced Meters that are in the Advanced Market Segment. This includes all large energy consumers currently using both NHH and HH AMR and CT meters, as well as other complex meter types.

  • Unmetered Supplies Data Service (UMSDA)

The Unmetered Supplies Data Service (UMSDS) in the MHHS TOM is the service that calculates Settlement Period Level consumption data for unmetered supplies.  Unmetered supplies typically cover elements like street or railway lighting, traffic signs etc.  These are managed in a different way and IMServ has extensive expertise in managing the complexities of the unmetered market, both for suppliers and local authorities, via Power Data Associates, now part of the IMServ family.
