DCC Other User – Consent Notification Statement
This Statement consists of two parts. The first part gives an introduction, details what each consent consists of, what happens should the details of any consent change, what you rights are and the impact of any withdrawal or non-re-provision of consent. The second part illustrates the sort of information we need from you in order to fulfil the identity checks required to provide the Services
PART 1 – Introduction
By entering into Your Contract You consent to Us accessing the DCC to request data from the DCC on Your behalf.
This part of the statement describes what You have Consented to.
The Service You have contracted for determines the Consent Service type(s), and therefore what You have Consented to.
This Consent Notification Statement consists of three (3) Consent Service types as set out below.
- Part A – Other User Consent Service 1 – Use of Consumption Data
- Part B – Other User Consent Service 2 – Use of Service Requests to “Join” or “Unjoin” Type 2 Devices to a Smart Metering System.
- Part C – Other User Consent Service 3 – Use of DCC Self Service Interface (SSI) – Meter Read Transactions
It also contains a further section for which Consent is not required.
- Part D – Other User – Use of all Other OU User Role Services that do NOT require Consent from a customer
The Consent You have given relates to those Smart Metering Systems (and each and every device making up the same) as identified by You in Schedule 2 to Your Contract.
The Consent you have given is effective from the date of Your Contract.
CONSENT TYPE
Type A – Other User Consent Service 1 – Collection and Use of Consumption Data
In this section You Consent to Us to collect and use Your Consumption Data. You Consent that We may;-
- Collect Consumption Data from any of Your Smart Metering Devices including but not limited to Electricity Smart Meter, Gas Smart Meter and Gas Proxy Function Devices.
- Collect Consumption Data from any of the Your Smart Metering Devices by the sending of any of the following Service Requests to the DCC as defined by the DCC User Interface Services Schedule (DUIS),
- SRV 4.8.1 – Read Active Import Profile Data
- SRV 4.8.2 – Read Reactive Import Profile Data
- SRV 4.8.3 – Read Export Profile Data
- SRV 4.17 – Retrieve Daily Consumption Log
- SRV 5.1 – Create Schedule
- Use Consumption Data collected for the purposes explicitly stated with Your Contract, including but not limited to the provision of the Consumption Data on a data visualisation platform to enable You to see Your energy consumption.
- Collect and use Consumption Data for as long as it necessary for IMServ to fulfil the purposes as defined within Your contract for the delivery of Services.
You agree We shall become a Data Processor for the Consumption Data collected.
Part B – Other User Consent Service 2 – Use of Service Requests to “Join” and/or “Unjoin” Type 2 Devices to a Smart Metering System.
In this section You Consent to Us to send Service Requests to “Join” and/or “Unjoin” Type 2 Devices to any of Your Smart Metering Systems. You Consent that We may;-
- “Join” and/or “Unjoin” Type 2 Devices to any of Your existing Smart Metering Systems by the sending of any of the following Service Requests to the DCC as defined by the DCC User Interface Services Schedule (DUIS),
- SRV 8.11- Update HAN Device Log
- SRV 8.8.1 – Join Service (Non-Critical)
- SRV 8.8.2 – Unjoin Service (Non-Critical)
- SRV 9.1 – Request Customer Identification Number
- The purposes for sending ‘Join Service’ and/or ‘Unjoin Service’ Service Requests for Type 2 Devices to Your existing Smart Metering System are in the context of this Service ONLY related to Consumer Access Devices (CAD). For the avoidance of doubt these services are not linked to an Energy Supply Licence obligation as We are not an Energy Supplier and are not acting in this role.
- A CAD is a physical or logical device that is able to join the Smart Metering Home Area Network (HAN) securely and have access to and extract a predefined set of real time data that is available on the HAN from other Smart Metering Devices that can then be utilised by the consumer. The CAD enables the creation of a separate Customer HAN which may in turn then be linked to a wide range of fixed and portable building service technologies.
- The “Join” and/or “Unjoin” Type 2 Devices (CAD Only) to a consumer’s existing Smart Metering System is a service in its own right to facilitate the consumer’s access to HAN data and We shall NOT use any of the available HAN data for any of Our other Smart Services unless Your separate Consent is obtained.
- Be allowed to “Join” and/or “Unjoin” Type 2 Devices (CAD Only) to any of Your existing Smart Metering System upon Your request for as long as it necessary for Us to fulfil the purposes as defined within Your contract for the delivery of Services.
You agree We shall become a Data Processor for the “Join” and/or “Unjoin” requests made.
Part C – Other User Consent Service 3 – Collection and Use of DCC Self Service Interface (SSI) – Meter Read Transactions –
In this section You Consent to Us for the Use of the DCC Self Service Interface (SSI) – Meter Read Transactions. You consent that We may;-
- Query the DCC Self Service Interface (SSI) using the Meter Read Transactions SSI Interface Transaction for any of Your Smart Metering Systems.
- The Meter Read Transactions SSI Interface Transaction that can be queried via the DCC Self Service Interface (SSI) allows Our authorised User Personnel to query the service audit trail data held within the DCC Data Systems to show records of meter read transaction activity for a specified Smart Metering System for any of the following Service Reference Variants ;
- SRV 4.8.1 – Read Active Import Profile Data
- SRV 4.8.2 – Read Reactive Import Profile Data
- SRV 4.8.3 – Read Export Profile Data
- SRV 4.17 – Retrieve Daily Consumption Log
- We shall only use the DCC Self Service Interface (SSI) – Meter Read Transactions SSI Interface Transaction for the purposes explicitly stated within Your contract, including but not limited to;-
- Passing information on to each customer to indicate which Parties have been reading consumption information for their Smart Metering devices.
- Be allowed to use the DCC Self Service Interface (SSI) – Meter Read Transactions SSI Interface Transaction on Your behalf for as long as it necessary for Us to fulfil the purposes as defined within Your contract for the delivery of Services.
You agree We shall become a Data Processor for the DCC SSI Data collected
Part D – Other User – Use of all Other OU User Role Services that do NOT require Consent from a customer –
You acknowledge and agree that for any smart metering related service;-
- it is fair and reasonable that IMServ has a legitimate interest to collect data relating to that Smart Metering System on behalf of You for any Service Request listed below; and
- on this basis no Consent shall be requested from You by Us for any Service Request We may send to the DCC to collect data relating to any of Your Smart Metering Systems.
Legitimate interest is considered to apply in this case as there is a ‘relevant and appropriate relationship’ based upon Your contract with Us. Furthermore, it is Our view that a contracted smart metering related service the following statements would apply to any customer organisation;-
- they would reasonably expect the collection and processing of data;
- they would not be likely to object to the collection and processing of data;
- the processing would not have a significant impact on them;
- the processing would not prevent them exercising their rights and freedoms; or
- the data being processed is not sensitive

- SR 7.7 Read Auxiliary Load Switch Data
- SR 7.11 Read Boost Button Details
- SR 8.2 Read Inventory
- SR 8.4 Update Inventory
- SR 8.9 Read Device Logs
- SR 9.1 Request Customer Identification Number
- SR 11.2 Read Firmware Version
- SR 2.1 Request WAN Matrix
- SR 12.2 Device Pre-notification
GENERAL
Consent Notification Statement updates
We may amend this Consent Notification Statement at any time. We will publish any amended version on Our website. Also, We will announce any material changes via email (or via Your selected communication preference) to You.
Your rights
Prior to the expiry of Your consent, We shall contact You to confirm the action You wish to take regarding Your consent. You may either, re-provide Consent or decide not to re-provide Consent as You wish.
You have the right to object or withdraw/remove Your Consent at any point in time after initially providing consent to Us. Further, You have the right to query the Consent details currently held by Us relating to You at any point in time by issuing a “Consent Query” to Us.

Impact
CONSENT TYPE 1
- If Consent is either removed or not re-provided (as per conditions above) then We will be unable to collect Consumption Data from any of Your Smart Metering Devices and Your service delivery may be impacted negatively. In such circumstances You acknowledge that We shall not be considered to be in breach of contract.
CONSENT TYPE 2
- If Consent is either removed or not re-provided (as per conditions above) then We will be unable to be able to “Join” or “Unjoin” Type 2 Devices (CAD Only) to any of Your existing Smart Metering Systems upon Your request and Your service delivery may be impacted negatively. In such circumstances You acknowledge that We shall not be considered to be in breach of contract.
CONSENT TYPE 3
- If Consent is either removed or not re-provided (as per conditions above) then We will be unable to use the DCC Self Service Interface (SSI) – Meter Read Transactions SSI Interface Transaction from any of Your Smart Metering Devices and Your service delivery may be impacted negatively. In such circumstances You acknowledge that We shall not be considered to be in breach of the contract.
